Spanish soldiers and Franciscan friars under Juan Bautista de Anza chose a windy sand-swept bluff above a great bay and founded the Presidio and Mission Dolores. It was a sleepy outpost for sixty years. Gold and American annexation lay in a distant future; for now the wolves outnumbered the colonists.
